Make explicit that Singer SDK does not yet support Python3.9

Until Python 3.9 support is added and made part of the CI test suites, we should make it clear that Python 3.9 is not supported. Currently the python version constraint is too permissive: https://gitlab.com/meltano/singer-sdk/-/blob/development/pyproject.toml#L9
