New projects contain Airflow and dbt-specific files even when these plugins are not used
We can add a new `file` plugin type that will be installed automatically alongside the relevant plugin. We can also use this to support `meltano add file dockerfile` in https://gitlab.com/meltano/meltano/-/issues/2048.
