GA Metrics from S3 to the Hub

The squared repo has a CI pipeline that generates yaml files and puts them on S3. This MR retrieves those during a merge to main or when the daily build schedule kicks off which is set based on an environment variable DAILY_BUILD_SCHEDULE in the schedule job.

The html updates split the info into 2 lists on the plugin pages Meltano Stats and Repo Stats which contain a sublist with their respective details.
