Add Pingdom to Hub

Now that we're moving to rely more on the hub API as part of meltano#3283 (closed), we should add Pingdom to notify us when the Hub is down.

This might be covered by another gitlab pages notification that we already have set up but wanted to log it just in case its not covered.
