Hub SSOT - Implementation Strategy

There are lots of moving parts for getting the Hub to act as the SSOT for Meltano. We need to decide on an implementation strategy so the timing works out and we have a smooth migration.

Things like:

• a new API endpoint for serving discovery data
• transitioning Meltano to consume from the hub vs a discovery data
• a new plugin schema that all plugins can conform to plugin.yml
• updating the hub Singer metadata files to conform to a new plugin.yml
• updating the hub front end when the file format and organization changes
• probably a lot more too..
