Restructure as actions
Rather than structuring a Rule as an abstract description of an organization, structure it according to actions one can take in an organization---like a dashboard for users rather than an abstract description. Based on the Ostromite notion of the "action situation."

- Vote: Check eligibility > See current docket > Choose ballot > Vote
- Propose: Check eligibility > Propose policy
- Nominate: Check eligibility > Nominate officer

The trouble is that it might be hard to represent the full power structure of an organization in the dashboard of an individual within it. Could it be that we could all have dashboards that would reveal the full powers available to participants who are not us?
