adapt cookiecutter template to match mdwRepository requirements

• use django version 3.2.13
• add django-guardian
• adjust urls to match https://repo.mdw.ac.at
• adjust template design
• enable theming (blue and white header and footer theme)
• add settings (base, local, development, test)
