derive "hearing impaired" flag from file name containing ".cc" or ".sdh"

I would really like to have the tag for "Hear impaired" automatically enabled when adding a subtitle with ".cc" or ".sdh" I noticed this is already featured for files with a .forced extension.

Additionally, I would also have the "Default trag flag" set to my preference (I prefer it to be disabled for both, but I think this should be optional).
