MKVToolNix can't recognize EAC3 streams with bsid 12

The file Bsid12.eac3 was not recognized as a supported format (exit code:0)

I suppose was because the besid 12, read more info here https://forum.doom9.org/showthread.php?p=1953830#post1953830 Seems EAC3 decoders must be backwards compatible with bsid 11-16. The file play fine with mpc-hc and MediaInfo show a correct inform.
