Different latency value between ariber zone and other zones

Make it possible to setup different latency between arbiter and other zones:

• update network-latency.sh script to accept latency specific to particular pair of zones, example: network-latency.sh -d -l ab=50 -l ac=50 5
• update systemd units
• update MC and ansible playbook code to get this deployed properly
• update docs
