When these two mimirs are enabled on Thorchain, msgSend RUNE txs are blocked and fail, which later causes insolvency on Maya for the retried tx gas fee and stuck txs in the queue for txs that happened precisely during the halt.

THOR Bifröst should report whether they observe these two mimirs being enabled, and should a quorum observe this is the case, HALTTHORCHAIN should be automatically enabled (set to 1) on Maya.
