Update Community Process to use GitLab for specifying new improvements and features

Related to the discussion on increasing usage of GitLab at Mattermost, I'm opening a ticket to discuss updating the Mattermost Community Process documentation to have design tickets linked from the Mattermost Feature Proposal forum placed in GitLab to discuss and refine new ideas to the point where an implementation ticket can be opened.

Pros:

  • Increase usage of GitLab at Mattermost--something we've been telling GitLab we'd do for a long time now
  • De-clutter the main Mattermost repos from issues until they're in a state ready to implement
  • A place outside core Mattermost systems to explore ideas without spamming everyone trying to focus on the core tickets

Cons:

  • Mattermosters need to use GitLab, which is an additional system to GitHub and Jira.
  • Potentially increased confusion from community
