Resize layer - precompose - delay animation on full canvas - best of both

If you use the resize layer you can have all sorts of things happening on the canvas. Things come in, over and out. You can copy the resize layer and change the rotation of the layer and the movements remains visible on the whole canvas. But you cannot, at least I have not found a way, delay the actual animation in a resize layer. It always begins at frame 0. If you use a normal precompose you can delay the beginning but if you rotate that layer the animation is cut of at the original layer edges. How can you get both effects, the free movement and the delay possibility. I have tried to combine the two without luck
