LID-related issues

I have an input file with LID_CONTROLS, but when I try to access the LID_CONTROLS from the SwmmInput object (e.g., inp['LID_CONTROLS'], it returns an empty dictionary. Another weird aspect, is that if I call the write_file function, the LID_CONTROLS are written to the file.

Another, related issue, when calling write_file, the tag for the LID_USAGE is written as 'LID_USAGE]' instead of as '[LID_USAGE'].
