Soft migration to TypeScript

@o_ourson I'm preparing another migration try towards TypeScript. This time I'm not trying to convert all the files at once and type everything.

Instead I disable the type checks and compilation for *.js files and we will be able to convert them softly after.

Are you ok with that approach?
