Epic: Workbench v1 (build at /next, switch over at parity)
> **TRACKING EPIC. Do not build from this issue: build the slices below.** Order is pain-first (decision 7).
## Why
The dashboard is being replaced by the Workbench (ADR 0001, `workflow/interface-redesign.md` D1-D18,
`workflow/interface-spec.md`). This epic is the result of the 2026-10-12 slicing grill: every slice is a small,
independently testable vertical unit.
## Decided in the grill (Nathan, 2026-10-12)
1. **Research-channels management is in v1, kept thin** (feeds editor S2, staged review L2); expand in v2.
2. **Slice 1 is a walking skeleton plus one slice per Settings section**; more, smaller issues are worth it.
3. **The SQLite store is introduced in the skeleton with only `ui_state`**, with numbered migrations; slice 5 adds
its tables later.
4. **Browser smoke tests are a required CI job** (`browser-smoke`) for UI changes.
5. **Skeleton conventions confirmed:** layout `scripts/dashboard_static/next/`, URL shape, dark-first tokens, Sort
control, wired tests, `node:test`.
6. **One cut-over, at parity with the old dashboard** (D18 amended): slices S, L, T, P and X1-X5 first, then the old
dashboard is deleted. Run infrastructure, the Ask panel, Agents traces and costs, and the Lab (spec slices 5-8)
land after the switch, each with its own grill (their Defaults depend on V1-V8).
7. **Build order is pain-first:** S1, then S2 (feeds editor), L1, L2 (staged review), the remaining Settings
sections, Today, Projects, then X1-X3 and X5, then X4.
8. **Config is one system** (grill, 2026-10-12): tracked `tool-chest.toml` = shared defaults, never written by the
UI; everything the UI edits is private in `<data_root>/config/` (one file per component plus a master for global
settings; the roll-up is a computed view); a standard envelope with typed `kind` blocks; secrets are Keychain
references, never values (v2: secure handling of all config from the localhost UI); feeds stay in `feeds.toml`;
forms are schema-driven. Built in **C0 (#141)**; everything migrated and the old paths deleted in **C1 (#142)**.
9. **Order revised:** S1, **C0**, S2 (feeds editor and limits), L1, L2 (staged review), **C1**, then S3-S9, then
Today, Projects, X1-X3 and X5, then X4. S5 and S8 (which edit config) are built after C1.

## How to build (applies to every slice)
- **TDD.** Write the failing test first and watch it fail *for the stated reason* (calibrate it: a test that has
never failed asserts nothing). Make it pass with the least code, then refactor. A CI failure from code your new
tests are the first to exercise is not scope creep: fix it in the same MR.
- **Then run `/backpass`** on the result: the forward pass solves the problem, the backward pass strips it to its
essential form (dead code, over-abstraction, convoluted control flow). The MR description says what the backward
pass removed.
- **Reproduce CI before pushing** anything environment-sensitive (a clean `git archive` export with a minimal
`PATH`).
## Done when
Every slice is closed, X4 has switched `/` to the new shell and deleted the old dashboard, and the spec (§11, §12)
matches this epic.
