Rework builds

• Make sure the tox command runs the testsuite locally
• Run coverage as separate build
• Upload coverage report to gitlab pages

The coverage reports are then uploaded to mailman.gitlab.io/postorius. You don't need to setup anything in the postorius project.
It will look like this
