The description of Maximum number of recipients is misleading.

For historical reasons and also to allow setting Maximum number of recipients to 1 as a way of holding all posts (not recommended, but people do it, and 0 means unlimited), This setting is the number of explicit recipients which if equalled or exceeded will cause the message to be held. The description needs to clarify this.
