Allow moderator to see list of members (this is a setting but does not work)

When setting up a list, the interface has the option to allow moderators to view the member list. Even when enabled, this doesn't work. I get frequent requests from the moderators of my lists for me to send the lists to them. I thought I had reported this, but did not find it in the list of open issues.
