Document where language templates should be placed

The docs only show how to configure the templates using the mailman shell.
They don't tell where templates should be stored on the filesystem.

I'm not sure if the var/templates directory overrides the templates that are included in mailman. If I want to add templates for another language, what steps do I have to do?

I tried it today and couldn't get it to work.
