Mailman needs a way for a list owner to invite a member.

There is a template at mailman/templates/en/invite.txt for creating a message to an invited user, but it is not referenced anywhere nor is there any mechanism implemented for inviting members.

There should be an option in the mailman members command for issuing an invitation and something exposed in REST so Postorius Mass subscribe could have an invite option.
