import21 creates templates with non-standard names

import21 imports message and digest header and footer text, welcome text, etc., makes a few translations and stores the templates in var/templates/lists/LIST-ID/LC/ with names containing underscores rather than colons and sets the list to use them. This is confusing to users who subsequently want to manipulate these templates.
