Fix mailman-suite_project config steps

Django settings module as currently in mailman-suite has DEBUG turned off which means it doesnt serve static files, tell the dev to change this.

Also the settings module only has localhost in allowed hosts, so accessing 127.0.0.1 will return 400, fix this in docs.
