Whether to show inactive lists by default should be configurable

There is should be a setting, perhaps, SHOW_INACTIVE_LISTS_DEFAULT = 'False', which could be configured to determine if the checkbox for the setting will be checked or unchecked on the index page of Hyperkitty.
