If in debug mode, hyperkitty shouldn't silently drop messages

Currently if hyperkitty is running in debug mode, and you create a new thread or reply to an existing one, the message is silently dropped.
Either the messages should pass, or we should do the check in the view and display a proper flash message saying it's not actually sent.
