Two layer solver wrapping

Description

Demonstrate and test wrapping of the two-layer model solver. When merged into main (via !82 (merged)), closes #31 (closed) and #22 (closed). Currently targeting wrap-fgen-timeseries so we can keep the two parts of this wrapping separate while reviewing etc.
