Clarified context-sensitive and context-free comment

In one of the release logs, there was mention of CFG and CSG, which
were not used correctly (CSG particularly). The section was clarified
to represent the meaning of context-sensitive as I originally
intended (aware of the state of the program), and not the Chomskyan
definition.

Completed a refactor that allows for `@param` and `@calc` tags in the general script description comments so as to permit the documentation of a form that takes arguments for the script. Additionally, this changes the comment grammar from context-sensitive to context-free.
Completed a refactor that allows for `@param` and `@calc` tags in the general script description comments so as to permit the documentation of a form that takes arguments for the script. Additionally, this changes the comment grammar to be more general and not need to account for the state of the program (having encountered general script description or not).
