Slow causing issues with haste where it shouldn't

Summary: Goblin Enchanter is able to overwrite haste with slow then you are able to recast haste on yourself to overwrite that slow.

Steps to reproduce: (Step by step on how to reproduce this issue) Go find a goblin enchanter in Labrynth of Onzozo cast haste on yourself and fight until it casts slow on you.

Expected Behavior: Slow has no effect (If haste is on your character)
