RFC: Require Cairo for building

Jean Abou Samra requested to merge jeanas/lilypond:require-cairo into master

Remove the --enable-cairo-backend configure option, requiring to always compile with Cairo. This ensures that all users can test the experimental Cairo backend (including users of Linux distribution packages, whose maintainers might not have noticed the configure option), and prepares for potentially switching to Cairo by default in the future.
