SignumRepetitionis: ancient repeat sign

A SignumRepetitionis grob appears as a number of short strokes between repeat dots, approximately,

:|:    :||:    :|||:    :||||:

The number of strokes tells the number of times to perform the preceding section.

Very little effort has gone into understanding whether it is in exactly the right place in the break-align-order or how it should be spaced relative to other break-aligned items. The goal of this change is to present a semantically correct sign.

Signum_repetitionis_engraver creates SignumRepetitionis grobs at the end of \repeat volta sections. Only PetrucciStaff currently uses it.

KNOWN ISSUE: \repeat volta 1 creates a SignumRepetitionis at the end of the section, but it does not create a double bar line at the beginning.
