Support semantic highlighting in the new language server

We want to investigate semantic highlighting in order to not need to support TextMate/Vim/Emacs syntax highlighting anymore.

Acceptance criteria

• We can use semantic highlighting to support highlighting in the editors rather than TextMate/Vim/Emacs.
