Allow channel stub to get 2nd per-commitment point

We have a sanity check that only commitment point 0 can be retrieved before channel is ready. However, funding protocol v2 gets point 1 during the initial phase. See https://github.com/lightning/bolts/pull/851/files#r1044648808.
