FR: Mail inactivity insight should consider inbound traffic as well

Currently the mail inactivity insight considers only outbound traffic. If a mail server is used only for receiving messages, the mail inactivity will be triggered very often, being an annoyance to the sysadmin.
Requirements:
- when there's either inbound or outbound traffic in the server, an mail inactivity insight should not be created.
