Download link for libxc broken

Dear developers, we usually download the libxc library from the link [https://www.tddft.org/programs/libxc/down/version-libxc/tarball-libxc]

However the tddft.org website seems not to be available anymore. We switched to the link [https://gitlab.com/libxc/libxc/-/archive/version-libxc/tarball-libxc]

However, after download, this needs to run autoreconf -i

Is this what we should do ?
