tiff2ps: check return of TIFFGetFiled() to fix #718

tiff2ps: check return of TIFFGetFiled() for TIFFTAG_STRIPBYTECOUNTS and TIFFTAG_TILEBYTECOUNTS to avoid NULL pointer dereference.
