Missing test file in 4.5.1 release

Summary

When I download libtiff from https://download.osgeo.org/libtiff/tiff-4.5.1.tar.gz, as linked to from https://gitlab.com/libtiff/libtiff/-/releases, I find that test/CMakeLists.txt refers to test_write_read_tags.c.

However, that file doesn’t exist inside ‘test’. It does in the source code though - https://gitlab.com/libtiff/libtiff/-/blob/master/test/test_write_read_tags.c.

I guess this is an error that was made during the release process? It is something that can be worked around, but just wanted to make sure this is indeed an error, and it is an error that will likely not occur in the next libtiff release.
