T95: Bug: ProxyCommand not supported on windows

Hi, can you please add support on windows for ProxyCommand or at least provide the user with an error message trying to set/use it under windows. I see that the codepath evaluating the expression is #ifdef-ed for windows due to fork sematics. Consider using threads for cross platform compatibility.
