Move policies.json and mozilla.cfg to settings folder

even though the per profile settings system didnt work out, maybe we can still have settings that are outside the installation directory, which would solve issues with appimage builds, flatpaks and other packaging methods that makes it difficult to access the program files. We could have a script on linux that symlinks the files to the main profiles folder (.librewolf)
