Google Sheets, Docs odd behavior with caps lock enabled.

I'm having an issue in Google Sheets and Docs (all I've tested so far) where when caps lock is enabled, ctl commands i.e. ctl+c, ctl+v execute as if the shift key is held. Tested on a Windows machine, and my Ubuntu laptop. Re-installed on both, also flatpack on Ubuntu. Neither Firefox nor Chromium have this behavior.

Strange.
