Mitigate client not updating future observation jobs with new info

Due to issue satnogs-client#512 (closed), client versions: 1.9., 2.0. don't update observation job information (new transmitter details, new TLEs) when they are changed in Network, resulting mismatch between the observation in Network and what info was used in the client.

This must me mitigated by not updating future observations on stations with those client verions
