Add a "Frequency coordination violation" field

Add a field and UI changes for transmitters that are not properly ITU/IARU coordinated, as this is a growing issue. We should still track the transmitters for information sake, and assume coordination in most cases, but this flag could be used downstream to prevent scheduling observations, or to show the visitor that there is a voliation.
