Provide API endpoint for TLEs

As satnogs-network should fetch the TLEs from db (see satnogs-network#565 (closed)), there has to be an endpoint which provides the current TLE for a given satellite.

This requires satellites to have an unique identifier, as tracked in #245 (closed) .
