Change client behaviour when uploading of observation fails

Right now we move any failed upload to incomplete directory.

As we have discussed on irc meeting on Dec 14th we decided to keep failed observations on data/ directory (this is the complete one) and keep retrying upload them.

The only exception would be when the observation doesn't exist on network, then files will be moved to incomplete.
