Investigate the need for a 3-axis pointing actuator configuration

The ADCS manufacturer suggested a configuration with 3 reaction wheels. The reasoning behind this suggestion was that the Y-momentum configuration requires a perfectly balanced satellite with the moment of inertia around the Y-axis being much larger than the moment of inertia around the 2 other axes.
