Add recommended settings of clock and features to the database

Guest operating systems operate more efficiently when certain features are configured properly. Two examples are acpi/apic/kvm/hyperv "features" and kvm clock settings.

Take for example the config for Windows guests here and check the lines 71 (features) and 56 (clock sources). And then compare that to linux guests where the default settings are perfectly fine and nothing needs to be configured.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
