Provide a way to update the osinfo-db to the latest version

osinfo-db-import should have some option like "--latest" which would:

Check whether the latest version of osinfo-db is newer than the one installed in the location chose by the user (system, local or user)
Download the latest osinfo-db release in case its needed
Install in the user's specificied location

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
