IterScaling cannot be included

Currently, the unsupported module Scaling.h cannot be included since it is not included in IterativeMethods. Further, there are no test nor the module is used in the entire code base. But it is referenced in the LU documentation. I think this is a very important step for solving badly scaled matrices. Any suggestions how to proceed with that? I can try to contribute a test + add the header tobIterativeMethods.
