This commit provides the initial codebase, matching
libcmtspeechdata 2.0.5 release, but relicensed under
LGPL (see COPYING for futher details).

The codebase includes the main library, a dummy library
backend for testing, copy of kernel interfaces not yet
part of Linux kernel upstream, library unit tests and
developer documentation (generated with doxygen).

Additionally the package README files provide information
for developers who need to modify the library itself.
