Outdated dependencies are based on popularity

lib.rs looks at popularity of individual versions of a crate to avoid notifying that a dependency needs to be upgraded when majority of users still use this version (this used to be more important when futures crate had experimental releases).

However, the UI uses "outdated" when it actually means "almost nobody uses this version", and that is confusing when that version has been published recently.
