Show declared MSRV and minimal MSRV of crate dependers

Showing MSRV of crate dependers may be useful for crate owners which doubt should they increase MSRV of their crate or this can make many people upset. Having such a statistic could help with informed choice.

It would be enough to only parse rust-version key in Cargo.toml when it exists
